Should POTUS eliminate the Federal Emergency Management Agency

In a visit to hurricane-ravaged North Carolina on Friday, POTUS announced he would sign an executive order “to begin the process of fundamentally reforming and overhauling FEMA — or maybe getting rid of FEMA”.
